According to Philippine authorities, Guo owned the land, co-founded the company managing the compound, and fast‑tracked permits—all while keeping law enforcement at bay. In other words, a community skewed by corruption had become the perfect playground for crime.

Inside the compound, police uncovered dormitories housing around 3,000 individuals—Chinese, Filipino, and Vietnamese—along with offices equipped with thousands of phones containing fake profiles, cryptocurrency records, and even torture chambers. One Malaysian escapee described being trapped without his phone, forced to run scams for months.

The modus operandi was classic pig‑butchering: gaining the victim’s trust through romantic messaging, then “fattening” them with small crypto investments before “butchering”, which is stealing everything. The scale was staggering: this hub reportedly handled tens of millions in fraudulent investments, with AI-enhanced scripts and deepfake tools facilitating language barriers and face-swapping to convince more victims.
